Responsibilities

MAJOR DUTIES

 

This position serves as a Nurse assisting in coordination and implementation of the Occupational Health Program (OHP) ensuring Army Regulation objectives of the OHP are met using available resources. Provides a wide range of professional nursing and health care services, counseling, education and training to the military and civilian workforce relative to their occupations and working environments.

The Occupational Health Nurse (OHN) works independently to provide quality patient care in collaboration with Physicians, mid-level health care providers, Industrial Hygienists, Safety Specialists, and management. Since many hazardous agents can produce both acute and chronic effects (including death) depending on the nature and degree of exposure, the OHN, must use knowledge and experience in medicine, occupational health, toxicology, industrial hygiene, and safety regulations to recognize the more insidious health effects, which are usually produced by long-term (chronic) exposures to toxic chemicals or harmful physical agents (e.g., noise, asbestos, radiation, etc.) and to treat work related injuries. Provides OHN expertise for the non-patient care aspects of the Occupational Health Program such as administrative management of hazard specific surveillance programs, development of plans and procedures, data management, quality assurance and process improvement initiatives and development and delivery of educational activities. Incumbent assumes responsibility as the Charge Nurse when designated; making appropriate administrative decisions regarding OH and Surety Program implementation and patient care assignments. Apprises supervisor of occurrences and problems requiring his/her awareness and/or intervention.

The OHN independently performs medical surveillance health assessments for personnel exposed to hazardous agents including but not limited to: chemical (industrial), chemical toxic agents (Surety/military), physical hazards (e.g., radiation-ionizing and non-ionizing, lasers, etc.), and biological agents. The incumbent performs special screening tests including spirometry (pulmonary function), laboratory tests and refers for chest roentgenograms (x-rays). The OHN also obtains detailed patient history including occupational and environmental data and performs a nursing physical assessment as indicated. The OHN consults with the Occupational Medicine (OM) Physician regarding abnormal results and interprets results of tests to the patient. The incumbent refers patients to outside medical facilities when services are not available in house. The OHN is responsible for performing the preliminary portion of all physical examinations done in the Occupational Health Clinic. Related program elements include collaborative working relationships with Audiology and Optometry services as related to hearing and vision conservation of those employees identified in noise and vision hazardous jobs. The OHN performs calibration checks on program equipment, identifies problems, and takes action through medical maintenance to improve the accuracy of equipment.

The incumbent performs selected technical portions of medical surveillance physical examinations, e.g. health and work history, vital signs, vision, and pulmonary function tests, and electrocardiograms. Reviews results of tests and provides for follow-up according to established criteria.

Assures that the physical Office of Personnel Management (OPM) requirements for specific jobs (i.e., firefighters, police officers, motor vehicle operators, etc.) are completed. Assures that requirements for specific Department of the Army or Department of Defense requirements are met, for example the Individual Reliability Program (AR 190-56), the Chemical Personnel Reliability Program (AR 50-6).

Recognizes and makes specific recommendations to the physician for the reasonable accommodation of conditions which interfere with the employee's ability to safely perform the essential functions of the job.

In accordance with (IAW) AR 40-5 Preventive Medicine, Department of Defense (DoD) Medical Surveillance Protocols and DoD 6055.05-M, Occupational Medical Exam and Surveillance Manual, determines and conducts medical surveillance based on the individual’s current position and risk for exposure to occupational hazards to include both pre-employment and periodic screening. The OHN conducts a health status review to confirm or detect early pre-symptomatic exposures to health hazardous substances in the work environment. Performs or requests special screening tests to include physical assessments. Interprets and provides results of testing to the patient. Assess impact of health status and test results on the ability of the patient to perform the essential functions of the job. Consults the Occupational Medicine physician and makes appropriate recommendations/referrals.

Maintains knowledge of potential occupational exposures and hazards. These hazards are identified through work site visits as well as from job descriptions and review of Industrial Hygiene data and reports. Information gathered is used to develop appropriate medical history, laboratory, and physical examinations screening protocols for various employees and categories of workers as well as for the protection of the health and safety of the employees through routine medical surveillance examinations.

Completes reviews of occupationally relevant immunizations. Obtains immunization history, identifies required vaccinations and screens patients for eligibility for vaccination. Administers vaccines and accurately documents immunizations in all relevant databases such as the electronic health record clinical encounter, the immunization flow sheet and Medical Protection System (MEDPROS). Performs relevant patient follow-up and case-management activities to assure quality comprehensive occupational health care is provided.

Performs respirator clearance exams which may include respirator use tests (i.e. auscultates chest for heart and lung sounds); inspects tympanic membrane for perforation; reviews results; and determines if employee is physically capable of wearing a respirator. Ensures pre-and post-medical monitoring is completed on all individuals required to wear chemical liquid splash and vapor-protective clothing who perform hazardous material operations. Schedules follow-up with OM Physician or OM Physician’s Assistant for abnormal findings.

Provides emergency care or crisis intervention including lifesaving emergency procedures in order to stabilize a patient for transport to the nearest Medical Treatment Facility (MTF).

Independently conducts surveys of work sites. Applies basic knowledge of Industrial Hygiene (IH) and toxicology principles to recognize health hazards in the work environment, (i.e. how the hazard enters the body and what body systems or target organs may be affected). Determines appropriate medical tests/evaluations specific to the workplace for early detection of job-related disease and prevention of further insult to the employees health. Makes proper recommendations for corrective actions within the worksite and coordinates these actions with OH Physician, IH, Safety, Department of Public Works (DPW), etc. as needed.

Conducts investigations of individual work sites of pregnant personnel to identify any environmental or physical hazards which might be detrimental to the developing fetus or well-being of the mothers. Reports findings and recommendations to the OH supervisor and OH physician.

Performs a variety of automation duties that include functional aspects of the automated occupational health surveillance database. Inputs and retrieves data, produces tables, trend analyses and a variety of reports. Required to retrieve and input data from Medical Operational Data System/Medical Protection System (MOD/MEDPROS), Armed Forces Health Longitudinal Technology Application (AHLTA) and Composite Health Care System (CHCS).

Supports and actively participates in the Performance Improvement Program.

Incumbent will be required to drive one or more types of passenger vehicles, such as sedans, jeeps or station wagons which typically have a gross vehicle weight of 10,000 pounds or less to drive from various work sites on the installation transporting supplies to include laboratory specimens. Incumbent will be required to pass training to be able to drive a Gator for use in the field as well as a 4x4 pick-up truck.

Qualifications

Basic Requirement :

Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
