The 1,249 acres of Naval Air Facility Atsugi lies in the heart of the Kanto Plain on Honshu, the main island of Japan. The base was originally built in 1938 by the Japanese Imperial Navy as Emperor Hirohito's Naval Air Base. There were other air bases in Yokosuka, Kisarazu and Tateyama; however, these were regarded as being unfit bases for the larger planes to be used by the Japanese Navy in the future. The surrounding area was almost evenly divided into two parts - mainly farmland and forest. Most of the latter consisted of pine trees and underbrush. Hardly any houses were found in this area, which gave it a very lonely appearance. For transportation facilities, there was the main line of the Odakyu Electric Railroad, Fujisawa Line and the Jinchu Line. The base was used to train the Emperor's pilots. The 302 Naval Aviation Corps, flew their Zero and Gekko fighters, and were the most formidable factor in Japan's air defense during World War II, as was the 1st and 2nd Sagamino Naval Air Group. These groups used Atsugi as a strategic airfield for night actions, and worked to construct the base's underground defense facilities. Part of this series of tunnels remains today.

The incumbent performs as a Clinical Child Psychologist in connection with the Educational Developmental and Intervention Services (EDIS) Program, U.S.Naval Hospital, Yokosuka, Japan Branch Health Clinic Atsugi. The work involves participating and/or leading an interdisciplinary evaluation team, providing consultation to other medical and clinical professionals within the incumbent's area of expertise. Services primarily include a full range of clinical diagnostic and treatment services to eligible children from birth to twenty-one years. To a lesser extent, a full range of clinical psychology services are provided to other DoD health care beneficiaries of any age on a space available basis, after the educational needs of the target population have been met.
MAJOR DUTIES
1. Executes a full range of clinical psychological diagnostic, strategies, procedures, and intervention services for the Educational and Developmental Intervention Services (EDIS) for children birth through 21 years of age with developmental, emotional, and behavioral disorder which have a negative impact on a child's ability to benefit from their educational program. Participates as an authoritative resource expert on the EDIS interdisciplinary evaluation team providing consultation to medical, clinical providers and school personnel on complex pediatric mental health cases. Carries out psychological assessments of children referred from the Department of Defense Dependents Schools (DoDDS) case study committee (CSC) for children who exhibit chronic behaviors of unsatisfactory adjustment to the school environment or have a chronic history of emotional impairment. Applies appropriate diagnostic and clinical techniques and differentiates among mild, moderate and severe developmental disorders such as: pervasive developmental disorders, family dysfunction, child abuse or neglect, mental retardation. Must have thorough knowledge of the total spectrum of child/adolescent learning disorders. Applies psychological principles, theories, methods and techniques in the delivery of clinical child psychology services in the health care setting of the EDIS program. Applies the fundamental principles of clinical psychology to the analysis, interpretation, and solutions identified for behaviors exhibited in numerous school and social settings.
As an independent clinician, incumbent administers, scores and interprets psycho-diagnostic tests used for diagnosing mental, personality, behavioral disorders for children and adolescents with complex interpersonal developmental disorders. Independently evaluates referred clients for educational eligibility or early intervention and treatment planning. Performs diagnostic interviews, integrates interview information with psycho-diagnostic test data to establish and fortify psychological diagnoses in accordance with criteria set down in the current edition of the Diagnostic and Statistical Manual. Independently determines appropriate psychological tests and clinical interviews to evaluate and diagnose severe, chronic childhood psychological disorders. Serves as case manager for assigned cases. As such, compiles and authors a written summary based on initial evaluations of the multidisciplinary team and arranges family conferences as needed. Documents evaluations, treatment sessions, quarterly summaries, and closing summaries in the Special needs Program Management Information systems (SNPMIS) and other records as appropriate.
Incumbent provides direct therapy, consultation, and co-teaching models of services to children with identified psychotherapy needs as indicated by evaluation and on the IEP or on an Individualized
Family Service Plan (IFSP). Implements and provides interventions to children and adolescent clients of the EDIS clinic who suffer from developmental disorders and the associated psychological disturbances which require care above that which can be provided by licensed clinical social workers, licensed professional counselors and licensed clinical psychologists with minimal or no experience treating children or adolescents. Act as resource expert for EDIS team members on behavioral/psychological issues for children and adolescent in developing appropriate course of treatment and intervention. Collaborates with the EDIS social worker on all psycho-diagnostic testing and evaluation services for children with mental health issues. Ensures that appropriate psychological services are provided to children and/or adolescents in need of and are eligible for IFSP/IEP intervention services.

Works in a very limited/restrictive overseas treatment environment. Establishes and maintains effective working relationships with DoDDS educational personnel. Provides consultation and guidance to DoDDS and other staff personnel concerning the psychological functioning of students. Also identifies the special intervention needs and techniques for students with special educational needs. Assists DoDDS personnel in structuring the educational environment and program to assist students to overcome problems of educational functioning and to maximize their potential to the fullest extent possible for higher levels of functioning. Assists and advises educational professionals on the development of educationally based interventions and in the development of the child's IEP or IFSP. Ensures that psychological services are available and provided to children with learning disabilities and/or other conditions which have a negative impact on educational performance.
2. Incumbent attends meetings, seminars, conferences and other professional symposia to maintain currency in the specialty. Acts as consultant to family members, school personnel, and other EDIS staff. Refines programs and develops new approaches and programs within the specialty area of clinical psychology. Identifies and-develops performance improvement (Pl) activities as a member of the EDIS Pl team. Develops and presents instruction to teach parents, educators, family members, volunteers, and students, in the formulation of treatment plans to assist children and adolescents in meeting their full educational potential. Participates in the MTF training and continuing education programs for the EDIS team, hospital personnel, DoDDS, and the community. Prepares statistical and narrative reports and performs other administrative tasks as necessary. Maintains current stateside psychology licensure and registration.
3. Provides Clinical Psychology services for children eligible to receive medical care at overseas military medical treatment facilities. This care is provided on a space available basis and only after all care related to EDIS space required services have been provided.
Performs other duties as assigned by higher authority.

This position requires extended long distance and local travel to provide itinerant services as needed.

Incumbent must pass a required Pre-Appointment Physical.
Required to provide proof of US citizenship.
Must be able to obtain & maintain Basic Life Saving (BLS).
If selected, official college or university transcript must be submitted.
Must be a credential member of the Military Training Facility (MTF).
License/Certification: Unrestricted license as a doctoral level Psychologist. Must have a valid state license.
This is an Inclement Weather Essential position: Incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
