Responsibilities

MAJOR DUTIES:

 

As Clinical Nurse Officer in Charge (CNOIC), the incumbent performs a variety of supervisory, administrative, and floor duties as an extension and in support of the Nursing Product Line Director.

 

1. Supervisory Duties: Plans work to be accomplished by subordinates, sets and adjusts short term priorities and prepares schedules for completion of work; assigns work to subordinates based on priorities, and matches the complexity of the work with the skills of the employee; evaluates work of subordinates and participates in formal and informal counseling and coaching of subordinates; conducts interviews of all new hire nursing personnel and makes recommendations for appointment, promotion, disciplinary actions, removals or reassignment; resolves employee complaints and refers serious and complex issues to higher level supervisor; actively participate in performance improvement and develops performance standards for employees; identifies developmental training, determines critical skills necessary for biannual sustainment training, creates/oversees nursing schedules, oversees and submits timecards, oversees DMHRSI compliance, schedules monthly drug testing for employees, approves nursing and medic overtime to be submitted to the Command, prepares and briefs the Emergency Department 24 hour workload at hospital morning report and will assume the role as Nursing Director for the Emergency Medicine Product line, when necessary. Investigates and responds to Patient Safety Reports (PSR) and ICE comments/complaints. Provides coaching, mentoring and training for all subordinate Emergency Staff as necessary. Directly supervises/rates all General Schedule registered nurses and, LPN’s within the Emergency Department. Oversees all nursing contracts within the department, schedules and adjusts schedules as necessary. Responsible for finding RN / LPN sick call coverage 24/7.

 

2. Charge Nurse Duties: Makes nursing care assignments to various skill levels of professional and ancillary health care personnel. Assigns staff to patient care duties based on patient condition/status, expertise and scope of practice. Monitors and oversees staff performance to ensure that work is accomplished in an acceptable and timely manner. Ensures that staff document legibly, accurately and completely within the patient record. Ensures that appropriate patient responses to medical/surgical emergencies are documented. Advises attending physicians of significant changes in patient condition in a timely manner. Responsible for narcotic and medication accountability. Monitors and oversees staff during orientation/ preceptorship periods. Responsible for all nursing operations within the Emergency Department in the absence of the Nursing Director. Makes independent triage decisions based on expert assessment and management skills for all patients seen in the Emergency Room.

 

3. Patient Care Duties: Assists the physician in performance of Advanced Cardiac Life Support (ACLS) and Advanced Trauma Life Support (ATLS) and other specialized procedures to include insertion of chest drainage tubes, tracheotomies, emergency thoracotomies, gastric lavage, suturing lacerations, etc. Independently recognizes life threatening situations and acts to correct these per protocols. Administers oxygen, intravenous fluids, blood transfusions and all types of medications during emergent events to include intravenous, intraosseous, subcutaneous, intramuscular, by mouth and rectal routs. Operates specialized medical equipment such as resuscitators, defibrillators, electrocardiographs, oxygen apparatus, intravenous pumps, and rapid intravenous infusers. Implements physician orders and initiates a nursing plan of care for individual patients. Assesses patient status and keeps physician informed of any change or need for additional treatment. Changes dressings, preps wounds, removes sutures, inserts urinary catheters, applies binders and bandages, applies splints, and performs tracheotomy care. Collects urine, stool, sputum, and blood specimens. Prepares specimens for lab and transports as required. Obtains test results and informs physician. Arranges transfer of patients to appropriate patient care areas upon release by the physician. As an ACLS/ALS provider, the incumbent holds primary responsibility for critical patients during transfers within medical facility.

 

4. Patient Triage Duties: Plans, oversees and facilitates nursing triage. Screens patient records to assess patient history and identify health related conditions and/or medications that may impact the patient health status. Screens patient laboratory data to ascertain abnormal results and notify the physician as appropriate. Ensures that authorization for procedure has been properly completed. Monitors patients or directs monitoring of patients during and after procedure. Coordinates patient referral to ancillary health care professionals – Behavioral Health Clinic, Same Day Evaluation Clinic (SDEC), Community Health Nurse, Social Work Services, Dietitian, and Physical Therapy. Functions within the scope of practice for a professional Registered Nurse and hospital regulations and policies. Coordinates patient care activities, ensures effectiveness of nursing administrative operations. Follows quality improvement and internal control activities for the ambulatory setting to include risk appraisals, conducting chart reviews, identifying trends and reporting corrective actions. Receives, investigates and acts on patient complaints pertinent to Emergency Department matters.

 

Performs other duties as assigned.

Qualifications

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Nurse:

Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes utilizing specialized equipment in an operative setting; providing comprehensive nursing care to intraoperative patients; and educating patients or staff.

OR

Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.

EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program.

OR

3 full years of progressively higher level graduate education from a professional nursing program.
